Liron David is an Israeli lawyer and social worker who has dedicated her career to advocating for the rights of individuals with disabilities. Currently pursuing her Ph.D. in law, Liron’s research focuses on disability rights, human rights, and access to social services, reflecting her commitment to advancing socio-legal knowledge in these critical areas. Liron coordinates the Israeli Forum for Law and Welfare, a collaborative platform comprising individuals from various sectors, including policy, legislation, law, social welfare, NGO, and academia.

At Enosh—The Israeli Mental Health Association—she played a pivotal role as the Policy and International Relations Chief Officer, where she led the organization’s global relations in efforts to promote the United Nations Convention on the Rights of Persons with Disabilities within the mental health sector. Her work aimed to improve policies supporting community-based services, human rights, and pathways to recovery. Before Enosh, Liron served as a judicial clerk at the Israeli Supreme Court and later as a legal adviser at the Israeli Ministry of Justice, gaining valuable experience in legal practice and policy formulation.

Beyond her national roles, Liron actively engages with the World Health Organization (WHO), where she contributes her expertise as a member of the WHO European Region mental health coalition and the Technical Advisory Groups on Mental Health Impacts of COVID-19. She is also a member of various coalitions on mental health and the rights of persons with disabilities. These involvements highlight her dedication to addressing global challenges in mental health and disability rights.

Reflecting on her involvement with the Keystone Human Services International Board, Liron states, “Keystone, as a leading organization in the disability field, implements the principles of the Convention on the Rights of Persons with Disabilities in its day-to-day work, advocating for these rights globally and putting them into practice through the services it provides worldwide. This combination of a global human rights approach and practical on-the-ground implementation is unique and vital.
