Attorney Kerry Voss Smith has served as the Director of the Pennsylvania Office for Dispute Resolution (ODR) since 2002. She was in private practice for twelve years, most recently as a partner with Marshall, Smith, and Haddick, a civil litigation defense firm. Before joining ODR, she handled federal special education litigation at the Department of Education.
Kerry has had a lifelong interest in disability issues and community supports, her late brother having lived successfully in the community with services and supports. Between college and law school, she assisted adults to leave Pennhurst State School and build lives in the community.
In 2016, she received the Peacemaker of the Year award from the Pennsylvania Council of Mediators for her work promoting special education mediation.
She is a graduate of Penn State University (B.S. Special/Elementary Education), Antioch University Midwest (M.A. Conflict Analysis and Engagement), and Dickinson School of Law (J.D.) She received her mediator training from Justice Center of Atlanta.
