Keystone Human Services Welcomes Brenda Baker as Vice President of Human Resources

Harrisburg, PA (October 20, 2025) – Keystone Human Services (KHS) is pleased to announce Brenda Baker, PHR, SHRM-CP, as the new Vice President of Human Resources. With over two decades of experience in human resources leadership, Brenda brings a wealth of expertise in employee relations, organizational development, and HR best practices and people strategy to the Keystone Human Services team.

Brenda’s career is marked by a proven track record of aligning HR strategies with business objectives, driving employee engagement, and fostering a positive workplace culture. Most recently, Brenda served as Vice President of Human Resources at JFC Global, where she launched a successful HR Consulting Services business line, reduced employee turnover by 25%, and implemented innovative HRIS systems that increased departmental efficiency by 40%.

Her extensive experience also includes leadership roles at Flagger Force Traffic Control, Hamilton Health Center, and Holy Spirit Health System, where she spearheaded initiatives such as total rewards optimization, workforce planning, talent and leadership development, and organization-wide change management strategies. Brenda’s ability to optimize HR operations, ensure legal compliance, and champion the growth and development of employees has consistently delivered measurable results throughout her career.

Brenda holds a master’s degree in human resources management and industrial relations from Saint Francis University and a bachelor’s degree in elementary education from Pennsylvania State University. She is certified as a Professional in Human Resources (PHR) and a Society for Human Resource Management Certified Professional (SHRM-CP).
